Hello Alistair,
I remember that once I wrote to You about Raba in Gdów area, or maybe it was Białka? Never mind.
First at all I recommend Raba nearer Gdów. Below Dobczyce You have a very small chance for catch something interesting. Beside there are some meliorations ongoing and river is not so picturesque as in lower part. People from "Friends of Raba" club are trying to rescue this section of water from future degradation, but for today situation is rather dull...
Anyway, if You want I can show You good places to fish in wilderness on Raba near Gdów, just email to me.
Second, You need to know that beetwen Dobczyce and Gdów spinning is prohibited. If You want to use that method You need to fish below bridge in Gdów.
And answer to Your third question:
from http://www.pzw.org.pl/home/mod.php?dir=szablony&file=indexg&ids=90 : Foreigners and non-members of Polish Angling Association just pay special fees (see http://www.pzw.org.pl/home/mod.php?dir=wiadomosci&file=cascade&id_wiadomosci=525&id_kategorii=4&opcja=wiadomosc&pozycja=0 LEGEND: nizinne-lowland river; górskie-mountain river; roczne- for 1 year; 1 dz. - for 1 day; N.Z. - foreigners and non-members).
Raba is mountain river in Krakow, so You will need to pay 30zł for one day, 75zł for 3 days or 120zł for 7 (from http://www.pzw.org.pl/29/mod.php?dir=wiadomosci&file=cascade&id_wiadomosci=1532&id_kategorii=4&opcja=wiadomosc&pozycja=0 )
